Since the passage of the ADA, the use of captioning has expanded. Entertainment, educational, informational, and training materials are captioned for deaf and hard-of-hearing audiences at the time they are produced and distributed. The FCC rules require entities that distribute television programs directly to home viewers to make sure those programs are captioned. Locally produced and distributed non-news programming is currently exempted from these FCC rules but laws can change. Mr. Johnston will be presenting a tutorial on CEA-708 B, which is Closed Captioning for ATSC Television. He will explain how ATVCC is different in the digital television world, and what the CEA has to do with closed captioning. Real Time and Integrated captioning will be highlighted, as well as the technicalities of the captioning transport system with respect to the ATV/DTV bit stream and ATSC to NTSC conversion. Warner Johnston began his career in broadcasting working for RKO General. He has been employed by ABC-TV since 1974 , and is currently the manager of Network Transmission for ABC-TV. He is member of the IEEE and has served as chair NY IEEE - Broadcast Technology Society (BTS) Chapter since 2004. He has been associated with two Emmy™ Awards for closed captioning, most recently in 2005 for his work with ABC and WGBH on Documentation of Closed Captioning.
